I don't think they're going to cast Penny until season 5 when Tyrion runs into her in Essos. There's no country on the planet that would legally allow them to film Pig v Dog jousting with humans riding. And no production insurance company would ever insure it. We can hear her story from her, or Tyrion can remember her from whenever.

I also think Joffrey will die in episode 10 this season, before we even get to his wedding. It will be the same way, via the same people and delivery system, it just won't be at his wedding. It will still be in front of the same people too.

Easy enough to do, saves a ton of time and $$$ on production costs.

Kiruna Stamell looks perfect for the part, indeed. But I'd say there is little to no chance of seeing her at Joffrey's wedding, since I can't imagine they'll be keeping the sow and dog riding in the show. It was stupid on paper and it will look terrible on screen. I'd say it's much more likely we'll meet her directly in Essos.

I was going to suggest the actress who appeared in Life's Too Short and then I discovered that's her lol. Great minds!
