I think pretty much all the mayor roles are set, all there is left is secondary roles. Or they might slip in charcters that have been passed over and remain from the books.

I think we'll get a Rhaegar and a young Robert for more Robert's Rebellion flashbacks to flesh out Rhaegar ahead of the Jon=Targaryen reveal (which is more than half out of the way). I think we'll see the Tourney at Harrenhal, a scene of Rhaegar and Lyanna at the tower getting married or something and finally the battle of the Trident and a longer version of the episode 10 Tower of Joy scene for season 7 flashbacks. Also possibly the Mad King killing Rickard and Brandon and a fuller Kingslayer scene.
Other than flashback stuff I don't think we'll get any named characters, certainly not anything from the books. Unless they're going big on Oldtown, in which case we may yet get Sarella, Marwyn and a Faceless Man at the Citadel and possibly some Hightower folks.
I agree with jent in that I think we may get to see Rhaegar, next season. What they left out of the ToJ was confirmation Lyanna was not raped, she went with Rhaegar of her own free will, and maybe even that they were married. THe wait will be long, but I'm already so excited for next season!!!

- Howland Reed, if Meera and Bran make it back to Winterfell, he might come to collect Meera, and maybe tell a story or two from Roberts Rebellion.

Peeps, tell me, wut's so fascinating about Howland Reed? To me this dude is so weird, I don't even know if it's supposed to be mysterious or bad writing. Anyway, I think they won't pasd up the chance to show Rhaegar, but it'll be hard to top Arthur Dayne, that's for sure.

Arthur Dayne definitely needs to have more flashback scenes... so he can be Ry's character who gets naked a lot.
Rhaegar and maybe Archmaester Marwyn are the only characters I can see being introduced at this point. Maybe a few other Robert's Rebellion characters, as others have said.

Hahaha...I said somewhere, although I can't remember where, it will be really hard to cast Rhaegar, because it will be so difficult to find someone who is even better looking than Ser Arthur Dayne.

As far as Penny goes, I definitely don't miss her. I didn't dislike her nearly as much as I disliked Arianne, but I wasn't a fan.

Nothing against Harry Lloyd, but wasn't Rhaegar supposed to be the most gorgeous man in the 7 Kingdoms, or at the very , very least, one of them? For me, Harry Lloyd does not fit that bill. It wouldn't make much sense, at least to me, for him to be outshone by Ser Arthur Dayne.

My new guess is Marwyn, Sarella (potentially the first interesting, three-dimensional Sand Snake?) and a maybe a Hightower or two (though honestly I think it's not necessary) for Oldtown with Jaqen reappearing (only if the FM involvement is somehow important) and Jorah coming in search of a cure.
Other than Oldtown, the only other new location we might see is Casterly Rock and I don't think they'll need to cast new characters to fill it up, just one-offs. That leaves flashback folk, and (possibly, but only if he really is important and necessary) Howland Reed. Flashbacks will definitely show some Rhaegar and Lyanna to flesh that out, and I also think that we'll get the building of the Wall, but that won't need any major new castings. So other than Rhaegar and possibly young Robert (for the Trident Rhaegar vs Robert, which we may yet see) I don't think the show will bother.
So we shouldn't expect too much casting news for season 7. The only truly interesting bits would be Rhaegar and Sarella if she really is in. Marwyn might prove fun as well. Might.
Jent I agree. They have to cast someone for Oldtown. Sam is there for a reason and he can't interact with Gilly only. I would definitely go with Marwyn or the shows version of it. Sarella would be a welcomed surprise but who knows.

One thing we established by his own words in Season 4 is that Oberyn had 8 daughters. Therefore why shouldn't they cast Alleras/Sarella?

Cary, they might. I hope they will. But I think they would have name - dropped it, something like Randyll Tarly, thought that one didn't turn out quite as huge I expected. We'll just have to wait and see.
